ACS DesignsA self-contained rural Village Center at Smith Mountain Lake in Franklin County, Virginia, LakeWatch Plantation offers a wide variety of residential lifestyle choices, rural commercial services and community activities. The development was carefully planned to preserve open space and create a sense of community. With over 220 acres of open space and less than 20% coverage, LakeWatch Plantation will preserve the rural flavor of Franklin County through wise and thoughtful development decisions, while mitigating visual impacts to the Route 122 Corridor. The developer commissioned ACS DESIGN to provide Preliminary Engineering, Special Use Permit procurement, final engineering and construction administration for the central water and sewer systems for this mixed-use community. The Central Water system includes extensions of Franklin County's local water system to serve the commercial and residential areas of the project. Approximately 26,000 linear feet of 6-inch, 8-inch and 12-inch water line will be constructed. ACS DESIGN was responsible for development and approval of the community's water system model, which included analysis of domestic and fire flow demands. The Central Sewer system is required, as Franklin County does not possess a public sewer system in the Westlake area of Franklin County. ACS DESIGN was responsible for Preliminary Engineering and final design of this sewer utility, which currently includes approximately 21,000 linear feet of gravity sewer and sewer forcemain, a Tertiary WWTP system including nutrient removal, effluent filtration, and UV disinfection, and a mass drainfield effluent disposal system. The WWTP facility currently possesses 0.10 MGD of treatment capacity and can be expanded to 0.15 MGD. The entire sewer system has historical data gathering capability relative to system capacities, effluent disposal, and water mounding in the mass drainfield system. The majority of the infrastructure construction was completed in 2006 with construction costs for the water system at $1,528,000 and the construction costs for the sewer system at $2,325,000.
