This PPEA (Public-Private Education Act) project for the Bedford County Public Service Authority incorporated the design and construction of a 50,000 GPD Advanced Secondary treatment facility to replace an existing 20,000 GPD wastewater treatment plant.  Utilizing a conventional design process resulted in formal project bids of approximately $1.1 million, which exceeded the Owner’s budget. The PPEA process was undertaken in order to spend the available funds more effectively and wisely.

ACS DESIGN provided preliminary engineering, final engineering design services, construction inspection, and construction administration as a team member of the Montvale Resource Group, LLC.  The design and construction of this facility makes provisions for future expansion up to 150,000 GPD utilizing a modular system design.  The project was completed and placed into operation in the summer of 2006.  It should be noted that a design-build process was employed, as previous efforts to upgrade the existing facility had proven too expensive.  Total construction cost was $797,000.
