The Department of Environmental Quality (DEQ) and the U.S. Army Corps of Engineers (COE) are responsible for enforcing the rules and regulations that govern development that impact streams and wetlands. Once a stream or other wetlands has been identified, or “delineated”, by the COE, a record of the area must be made in accordance with the COE Wetlands Delineation Manual. The job of the surveyor is to field locate and map the wetlands and to provide the COE and DEQ with a record of where the wetlands exist for both mitigation and planning purposes. “Mitigation” is the act of replacing, either at this location or another location agreed to by the COE, the area of stream or wetlands that is being disturbed. The COE and DEQ mandate if and how the streams or wetlands are impacted and the measures that will be allowed to mitigate the impact.
